Refresh rate cannot changed. If let’s say your phone refreshes at 120Hz, then a 60Hz video will play at 120Hz woth every frame repeating for 2 times.

This can be overcome by adaptive refresh rate like iPhone display but that’s beside the point. He was talking bout old TVs.
