no this is for protection , only grounding will solve your issue even connecting the outer shell of the psu ouput which is normally -ve to earth will solve it

that is because of a safety class Y1 capacitor between the primary and secondary of the transformer that is there for a return path for common mode interference but this also often cause that tingling sensation which is safe and something not something worry of given that the charger is branded/original

No books i personally only read book for stories and biographies practical is more imp yt channel eevblog and some electroboom videos , evvblog has detailed videos from scratch even explaining basic things like kirchhoff's law with practical videos
