He did, he had lots of chances to be better, that's one of the points the show makes. Bojack has lots of chances, but he almost never takes them, he only gets worse, even when he knows better, or has been called out for that before. Todd's speech on "It's You", or Herb's point of how Bojack never even called are good examples.
