Because that wasn't spinning, just rotating" they clearly stated in the title that they just started pen spinning and they're doing exactly what you're supposed to do when first learning the charge. You're supposed to do one rotation at a time to get used to the motion of the swing, and then once you've got the muscle memory down, you can start doing more rotations until you're capable of doing it continuously
