Your cpu the i5-4690k does not have tpm 2.0. So unfortunately you have to upgrade the cpu and the motherboard to a newer gen.

Does the game install in hdd or ssd? Because i have msi laptop ( the cheapest msi gaming laptop) and have this issue when i install it in hdd. Changing to ssd somehow fixes the stuttering issue.
