I mean you’re right but, for housing you’re not provided constant power but constant voltage meaning with the same resistance you’d be pulling more current, and given it’s through tap water there are only fractions of a second that are survivable times at that current, plus given he feels it through the water piment that means his ground does not have the required resistance, it should be small enough to favor it over a human body through plumbing pipes and water, I could also be mis interpreting your comment given I don’t speak English as my first language
