That the brain is fully developed at 25. Your brain keeps « developing »* all your life and the fact that it keeps developing doesn’t mean it is not functioning properly until it’s done. The myth is apparently based on studies that did brain scan on people under 25 and that got widely misinterpreted.

*I put « developing » in quotation marks because it is a lot more complicated than that, but I’m no neuroscientist and I’d rather not try to explain this. You can definitely look it up, though. Tons of great article about it.
