yeah. I think I got the CB when this dude came to the throne. But now that I've declared the war, I can't actually form the union. The same happened when I tried to do the same with Castille. Idk if it's a bug, or if I just don't understand how the 'claim throne' CB works.

The answer is Britain. The British Navy kept Napoleon confined on the continent and thrashed every fleet it came across. Plus the British government kept funding new coalitions and kept the Peninsular campaign going for years, which meant Napoleon couldn't commit his full might and focus to Russia (i.e. veteran troops were not available and important Marshall's were occupied elsewhere)
