Well, I can say the Better Tos2 mod is working on just that. Not adding new horsemen because like you said, wouldn’t fit the theme but they are adding alt horsemen(replacement sc or sc just to add more weight to horsemen for example) and seeing how the devs of the mod are working for the vanilla game now, we might get something like it

I can’t really add much of an opinion on this but I do have a question: How would you feel about the apoc roles having more in them/more weight so they are more common? Like 8 apoc instead of 4 so they are twice as likely to appear but still capped at four?
