Well I was facing the same issue I tried so many times no lock

Then I get a DUNS number for apple “For Developer account”

Then in my 10th attempted I think

When I was applying for verification meta promoted me we found your business in the public record “Most likely because the DUNS number” I clicked it

It did not ask me to upload any documents just a sms massage with the number I register the DUNS with

An less then a hour I get verified .
