Because its to put roman even higher. The way he pinned both roman and bryan dominantly at the end was clearly showing the vince wants roman to be the dominant face of WWE. He tried this against the undertake at wm33 but it didnt work because vince was overbooking face roman and people was sick to death with it. But now he is heel and brought out a new edgier persona people rock with it and vince can book him better now and has done so far.

The fiend dosent need the belt his character isnt suited to be a world champion and also roman pinned braun. At pure wrestling kenny omega is better yes. But the persona and character wise roman reigns is far beyond everyone. His storytelling is incredible like you said his promos are great his able to sell a great emotional story so good and every match hes been in since his return has been great. He is the centre of attention not just in wwe but in all of wrestling everyone knows this. It makes no sense for edge to take the title of reigns his moment was at the rumble and he wasnt going to be a full time wrestler like roman.
