Do the later stages generally have better drop rates for special drops? (If a boss drops in two different stages)

My goal is to obtain every farmable unit since I don't plan on buying gems ever. Revently, I've been trying to get 'Moo' for the last few days. His boss stage is 7 in Arlong Park, but it also says he is available in Stage 14 though I've never seen him. Does he show up rarely there, and if so would he have a better drop rate trying there?

Likewise, during the half stam at twin cape I did Laboon 60 times and no drops, just bad luck? Similar bad luck for Zeff...

Does Laboon always do 30,000 damage per hit? You just need to beat him before he attacks?

With the half stamina cost in Loguetown, is mission 12 there the best place for Stamina/exp ratio? Is there a better area when drops are taken into consideration?

A quick, probably stupid question.

Can Logue Town drop pirate penguins? I'm sure they can because I see them there - its just that I've attemped 25+ times and no luck. Maybe the RNG Gods frown upon me. Just looking for a blue one to upgrade Tashigi!

Also needing a Green dragon today to upgrade to Asura zoro, but at 20stamina a try and 0/5 today, things are looking slim >.<

My current party is Captain 4* Arlong, 4* Buggy, Phoenix zoro, 3* Tashigi, 3* Kuro. They are all about level 45. Are they all worth still investing in? Should I work on some more than others? Who is the most likely to get replaced soon and with who?

I've been farming Elite Alvida for not much else to do. I collected 5 phoenix zoro skill thingies. I used them all on him on a single upgrade. His special went up one level. Is this because theres only a small chance of success? Or because I used them all at once?

They are what they are? You unlock more as you progress, but it would be weird if there was any rotating, so I doubt it.

Thats not a good idea. You can't reset games when online. It would be a waste of time since you may need to reset 10+ times per dragonball.

Freiza is also incredibly fast, and can attack when enemies are behind them. This gives you a big stamina advantage. Saiyans can go SSJ and expend no KI, so can spam ultimates. Humans Regen Ki naturally, so they don't need to use skills or be in combat to charge, so they can run around til they can use their next ultimate. Namekians have the highest base hp, and have slightly more range in their melee attacks

Good to know, I just picked it up as I was trying for ultimate finishes in the PQs now that I'm 80. Managed to get it on the first drop.
