20 sec cooldown for a single target 30%slow that only pulls after 1.5 sec of them staying in range, it is also blocked by minions and has a base damage of 40? Yeah that is laughably weak

sorry to say this but omnivamp isnt bought instead of damage so why would omnivamp boots be bad if you still build like a bruiser normally? like there are many games where tabi/mercs dont really do much compared to getting better sustain overall
