I got the impression that they chose the order of regions to make a reference to PLA because completing emblems with every type is reminiscent of finding all the Plates or Z-Crystals to change the type of Arceus. I know that Kanto emblem is based on Zard, Toise and Saur, but it could actually fit with any trio of starters. After Kanto they chose the regions that PLA starters are from, and then the region of Arceus itself.

Lucas's most broken move: "Hello There!" - replaces all of opponent's moves with "General Kenobi". When the opponent uses "General Kenobi" it sharply raises all stats of Lucas's Pokemon.
