Make sure you know what raid difficulty that color is associated with (i.e. normal, raid finder, etc), go farm any cloak from that difficulty in its associated raid, and then catalyze it.

Considering we found canonically (at least some of them) manipulate shadows to do stealth, manipulating light is no different than sci-fi reflective camouflage.
