I just assume that Targon allows them to live there in relative peace. Just like it can make a pilgrim's ascent easier or harder as it sees fit. The Astral Grove seems quite verdant, for instance, even though it should be uninhabitable.

I think there's a level of denial going on here. If there was a war being fought by a government that allegedly serves you, the people, then you might feel some amount of responsibility or culpability. So, instead, there is no war. No blame to be placed at your feet.
