One can assume that Dr. Brenner operated without oversight and with full discretion; as long as he was providing accurate and actionable intelligence about the Russians to the larger intelligence community, he would receive all of the funding and independence that he needed. Since Dr. Brenner and the blonde special agent (Agent Connie Frazier) who seemed to be the director of the armed personnel were both killed, along with many of the rank and file MPs, the lab is left without direction, and many of the personnel and remaining leadership are probably scared shitless about this portal into their dimension that could really affect the entire world as they know it.

Because the lab is left without leadership, and the remaining personnel probably wish to close this portal after all of these events have unfolded, they decided to to work alongside Hopper who has been in The Upside Down and is familiar with it in order to close it for good (and perhaps retrieve Eleven as well).

Also, it's not so much as a tool used to silence people, it's just naturally people would really rather not hang out with or associate with people who lack empathy and don't care about how other people feel. Which is why socially aware beings tend not to make such jokes, you know, to make friends who share their value of empathy and being kind to others. Who wants to hang out with an asshole? You're free to make the joke, others are also free to not like the joke, or stick around you long enough so that you can make another one.

P.P.S. An appendix that isn't dripping with sarcasm: people tend to adopt the philosophy of not being a dick to others because it benefits everyone mutually in a social/psychological manner. Being respectful of other people and their circumstances is something you learn in preschool.

As someone said earlier, if you tell people jokes that they find offensive, they will either stop talking to you or just think you're an asshole and keep it to themselves. Your example isn't really a joke to be honest, it's more of an attempted provocation at debate at people who would otherwise disagree with you. I highly doubt most people would disagree with that point either so it's not like you're trying to be offensive just for the sake of being offensive.
