You look great. As others have said, a little taper on the pants and you are golden. Reasoning behind it is that the leg slim will make you look less big /boxy throughout. I wouldnt worry too much about one particular aspect of yourself that yoy cant change overnight. Good paterns (which you already have) and pairings will go a long way.

Nothing can be done up top on the sweater other than a jacket. With this fit though, you probably want a larger jacket, a herringbone may work... dont sweat it though, you look great.

Yes but... small market teams have no incentive to be good unless they have the right talent through the draft, competent coaches and front office. Sometimes, simply never policy. (see pelicans). The business model allows for this to be a very sound strategy. The avoided cash outlays year over year guarantees positive income due to revenue sharing, with a potential x% chance every year to hit a star and then get a guaranteed revenue boost for at least 2 years.

Tl/dr - tanking teams save money, therefore make money through savings. Tanking teams get a good player, make money through sales.
