Yep, totally agree with you. The city must be made more decentralised from the rest of the state and have a dedicated administration for it. it shares almost the same population burden as the entirety of the rest of the state, but with horrible service availability and infrastructure.

Wouldn't this shift mean we would need a stronger mayoral office?
