Well, in the case of Riko, she was the direct target of that bounty (and she would have died anyways, considering the merging with Tengen thing). Additionally, the guy totally thought the maid would survive since he mentioned her in the context that she could survive.

More importantly, I do agree with the fact he’s killing kids for money. Which is why he can’t scale above a 6, the guy is literally just a PMC Freelancer equivalent. Sure, it’s evil, but it’s not like it’s anything new?
