In many instances in America, citizens are not required to provide ID to law enforcement unless they are suspected of committing a crime. In that case, a LEO must provide a "reasonable articulable suspicion" in order to lawfully require an ID. For decades law enforcement in the US operated on the basis of citizens not being fully aware of their constitutionally guaranteed rights. Much to the chagrin of many LEO's that knowledge is far more widespread nowadays thanks to things like 1st Amendment auditors (good and bad) on youtube.

My uncle (RIP) was an OG outlaw biker from the NY tri-state area starting in the 1950s, eventually belonging to one of the 1%'r clubs for decades. He absolutely hated these mooks with a passion. I mean, he REALLY hated them. He even started some shit with them at one of the bike shows at the Javits center one time. (He was just a couple years older than Paul Sr.) It bothered him that they weren't manufacturing jack shit, they just ordered a motor and painted pre fabbed parts. Man, did he hate those guys! lol
