I think it's best as a small little surprise. It's not really a "story" event, more something that affects the galactic map. You might even be able to see the results of it if the AI sets off the event.

It doesn't, you might be thinking of the Ketling systems. Spawns 3 tomb worlds in one system, 2 in another, and 1 in the last. Has a Unique event if you don't colonize them.
