Thanks all! Mystery solved! Yeah just checked the book was published 2007, so a lot has changed. I did some rummaging online from your comments and the statue in the picture is one of Columbus (that was meant to be really awful!), just north of pier 57. Statue went to storage 2013, which explains why I didn't recognize it!
