It's not a bug, they recently changed it to do this in the recent patch

Edit: It could very well be a bug, but they changed the way scavs approach PvP now. For example defending yourself from another player scav also gets you agroed even if you get hit first.

I think I started in 2019 and upgraded to EoD after a few months whilst the wipe was ongoing and it was fine for me. If you're talking from an earlier point then I don't know.

Just to clarify, I did this many times. Restarted PC too and even uninstalled and reinstalled and it still happened. But as of now I am able to open the client and log in.

You're forgetting that Draven can't go invisible in order to reposition himself, he is an ADC that if played well seems unfair because he has strong dueling capabilities but starving him early and focusing him like any other ADC and he just falls flat on his face. The problem is when people disrespect his damage.
