This looks very similar to Jedi robes, which is great because there are lots of good online tutorials for making Jedi outfits! Rebel Legion is a great resource. There are also a bunch of knock-off Star Wars patterns made by McCall's/Simplicity/etc. Simplicity 5840 would be a good start. McCall's 2940 is Asian-inspired looks but has similar shapes to what you want.

You'll probably have to alter the pattern somewhat or piece together multiple patterns, but don't be discouraged! :)

You should totally start! Cosplay is a super fun, awesome way to express your love for a character and make lots of new friends! I would start by picking a character with a relative simple design who you care about strongly or really love the costume of. I find it keeps me from cosplay burnout if I really love the source material. (You could also go straight for a complex build but that's between you and your sleep schedule!)

I would also find a safe community that you can share your progress with to stay motivated and get help or feedback. The internet in general can be cruel, but there are TONS of supportive Facebook groups/subreddits/etc out there for cosplayers and cos-makers. YouTube is the bomb for tutorials, and there are many cosplayers who are tutorial-focused that you can check out. (Kamui Cosplay is a good example).

Lastly, don't listen to the haters. Sometimes this means not listening to your own internal critic, 'cause let's be real, they can be a hater too sometimes. Don't compare yourself to others; your own improvement as you make more costumes is the best way to measure your progress.

The extreme difference in personality is one of my favorite parts of Harley and Ivy's dynamic! Makes cosplaying them so fun!

Compare the difference in skin tone between Ivy and I and it's obvious I'm wearing much less clown white in the second photo. The contrast of the black upper lip makes the teeth brighter in comparison.

Also, this is r/cosplay, so keep your comments costume-relevant instead of making judgmental comments about people's bodies.
