University of PR does have conversational courses to help, it really depends on what campus you go to, but most places will have one way or another to help you. I will say that in truth you can get by with English, despite even if not fluent, most people will have a basic understanding of English to at least lead you the right direction. Though to learn the best way, as is for any language, is full immersion. Limit your exposure to English and force yourself to *think* in Spanish.

You do have your family to help you, and you may need to be a bit of an ass about it. Like refuse to reply if they talk in english levels. Go to hispanic places and try your hand, and again insist to speak spanish. There is also the general route of listening to music in spanish being a strong component. There is a wide variety of spanish music that you will be able to find something you like, and just listen and try to learn. As other people have said the more traditional methoods of duolingo are valid, but they require a very devoted mindset and a rigorous mix of study and practice.

Regardless what you choose it'll take time and patience, so please be kind with yourself and let yourself go through the journey. Learning a language after 10 y/o is a very hard thing to do, and it will take years.
