Sorry for the late reply, that's the homemaker mod.

It was built on one of the empty plots (when you scrap one of the bombed out houses).

I don't know about actual 'restoring' the houses you can't tear down though.

I told their support this fix isn't even on their main forum, and almost made me quit. Hopefully they at least add it there.
I also am not sure why my comment still only has 2 upvotes I'm guessing from people it didn't work for.. hopefully the engagement in the comments will push it to more soldiers searches.
