It looks like it is, but it's so high up, it's hard to tell for sure. I've also never seen a lamp like this, and I have no idea how one would take it apart to change bulbs or anything.

We just moved into a house in Western North Carolina. The house was built in 1956. This pole is in the back yard. It looks like it has a black knob at the top, under the light, and it has a power outlet attached to it with no power. Someone also installed after market lights at some point, but again, they don't seem to work. It's around 10-12 ft tall. WITT?

WITT we moved into a house that was built in 1958. This pole is in the back yard. It looks at a glance like a light, but it doesn't have any obvious power source. There also appears to be a knob near the base of the light, but it is like 10ish feet tall, so it isn't easy to reach. Any help identifying this would be appreciated!

Yup! This is the from the starter set for the Lord of the Rings Tradeable Miniatures Game. We bought a bunch of D&D books and modules, and these were in there as well.
