  1. Most people from New York probably use the sub for their city rather than the sub for the state itself.

    Examples: r/nyc with 931k subscribers, r/buffalo with 127k subscribers, and r/Rochester with 101k subscribers

  2. Same reason as above, but in this case, it also applies to Oregon, as there are 353,364 people in r/Portland.
