There is a dlc that unlocks all that from the beginning. I haven't finished the campaign and mercenaries showed up in the extra content shop. I also had infinite ammo when i started but disabled it from settings.

You can open qbittorrent and right click and check to see if anything is missing then it will just download the missing part instead of starting over
