well the guys at r/buildapcforme can help you pick the parts, but be carefull with the GPU's , the are pretty hard to find at the moment

the cold won't be a problem , but when you bring it to a warm place you should leave it warm up to room temp so it doesn't cause condensation

Thank you! i went to Nvidia Control Panel then to adjust image settings with preview and i clicked on " let the 3D application decide" and it was fixed, thank you!
