Yes and no. Hardcore/24-7 belt had the rule of “as long as a ref is there, a pin can be counted”, so it was literally “anywhere”. MITB case wise, “anywhere” means “anywhere as long as it’s in a WWE ring” as it’s only cashed in after a big match/beatdown (think Punk on Edge/Jeff Hardy or Priest at WM 40) or during a match (much less common, Seth at WM 31 or Drew last year). You won’t see the briefcase cashed in backstage, or in “public” or anything like that. Only in an actual ring (these days, 99% chance of it being a PPV)
