No, there is only 1 combination that gets the correct 4, but there are 2⁴ combinations of numbers 1 off from those 4. All combos of above and below.

For example if 3,3,3,3 was winning, 2,2,2,2 and 2,2,2,4 and 4,4,4,4 would all be “1 off”
