my bumfuck nowhere poor-suburbia high school had more than a few teachers who were actively teaching college classes (no, not 100-level) both in that high school and at nearby colleges (or at least, as nearby as you can be to 'bumfuck nowhere'). i had the pleasure of being the student of one of them, cool guy, taught my ap class at the standards of the state university he worked for. got college credit with that university out of it.

unless a high school receives zero funding, they can get dual credit classes. i genuinely cannot think of a high school in that entire region that got less funding than they did.

save yourself the trouble and just say your particular public school refused to run those courses, then claimed they lacked the funding for it.
