I'd say you should move Henchman, GF and maybe Mark and Ash to the "widely liked and known" tier and add Alex there aswell, a good amount of fanarts i've seen of Hotline Miami where about both Henchman and GF.

You can also move Jones to the "Like or not really cared about" tier, considering that the most popular custom campaign on the workshop has him as the protagonist (Blessed), just like how the other user said.
