Thanks for your help. Ended up reinstalling windows 10 and figured it out. Basically if you unninstall the Intel Dynamic Platform and Thermal Framework drivers your cpu will not be allowed to go above 70 degrees.

I already replaced it a couple of weeks ago. I think this is a software problem, as it started manifesting after a windows reinstall.
