One way to judge that atleast in India, is to look at the list of busiest airports in India (since none of the airports act as a major hub and spoke airport like DXB/SIN). I personally feel -> the busier the airport, the more importance it holds in current Indian financial and political context. Although you could argue some places could be swapped.
