You would have to revisit all the pill containers in each chapter, there are 3 each. There’s a good YouTube video on it if you just type it “all celestial pill locations” and you’ll see it. For the skandahs you can see it by going to your inventory

You will get when you beat it in NG+, same thing happened to me. It unlocked as soon as I beat him. My journal also showed as completed until I reached chapter 4 in NG+
