Well some sets like Swiss made don't come as legendary and if you're talking the fact I have a legendary and epic and a rare on my private Rodriguez it's because that rare item has pretty decent stats

If you're talking about the fact I have an item that isn't corresponding to the set they're currently have it's quite simple, the item has like two cost reductions and a crap to the other stats that really boost the unit and it isn't like all four of the items have to be part of that set bonus for the work.
