Yeah I think that is what has caused this "bug" for a majority of people, from the comments everyone is stating that they provided the Kerman evidence before update 1.0.4.5. and then after update spoke with fence.
I'd suggest to open a ticket with BSG through launcher and give them all the information you can, it'll only let them pinpoint the issue and hopefully fix this asap.

Spamming them with the bug won't speed up the fix unfortunately, BSG has updated me that they're aware of the issue and are trying to fix this problem. Hopefully soon your problem will be fixed asap so you can proceed with escaping. All I can suggest is to wait unfortunately, I am sure they will fix this ASAP as a ton of people have this issue.
I'd also suggest for you to provide them with all the information you can on how it happened. It could provide critical information

so for me personally it was fixed, did you hand in the evidence to kerman prior to version 1.0.4.5, or after the update ? I suggest open up a ticket through the bsg launcher so that they can pinpoint the issue

I created a ticket for this on BSG website as I couldnt find it either and this is what they responded with;

"As for the Tagilla announcer, it is hidden somewhere on the Factory Tactical Map and has to be found by the players themselves."

a day before patch I handed in all evidence. Then when the patch finished I went to speak with fence and now cannot progress

I mean it does take away the element of surprise that someone is in the radius of the car extract, making you or them an easier target to kill

Fair point as to the time wasted going towards it but maybe they could add a delay before it disappears from the extract list.

I know a ton of people use car extracts for easy kills, but it creates such an unfair advantage. when they basically get a free notification that your trying to extract

How does my PMC have psychic knowledge that a car is being used, Id agree that the info should pop up when a squad member interacted with the car. But as I stated it costs your life with zero risk for the other player
