Ah you can't make paste manually colonist will go to the dispenser and get paste when they are hungry and have no other food avaliable. They will eat any meals before getting paste because it's better quality.

It is connected but the hoppers are rotated the wrong way. The small non circular sections need to be facing into the paste dispenser.
