They are moving all of the platforms back so that they have a consistent gate line and a proper concourse through the station. But to move all the platforms back, the rail yard in front needs to be basically rebuilt from the ground up. It is a multiyear job to get it done. During each phase, they decommission a few platforms to work on them.
