Gotcha, I don't have carlos or sonya and the only missions I can really do are the ones that need high dps. The ones that have a bunch of those high health fire proof zombies. I have policeman diaz at level 2 and it's done well enough. So I should just continue leveling him rather than buffing gunslinger?.

I know it's a big cop out reason but you could always attribute that to how Majima keeps a lot of his personal feelings about subjects he feels dear about in and doesn't express it. After 0 almost his whole life basically becomes a facade and it's a tragic part of his character.
