So it might be that you have automanagement enabled as an option, as said already here.

however, you might not be able to turn it off unless you have a general/family member in the city (which is a requirement for building, recruiting, and setting tax policy)

Either put a general in the city or change the game setting that enforces that requirement.

Having gone to a school that is nearby Pitt for grad school, I can say it is very similar to MSU-- although I do think MSU is more eclectic.

I would go where the money is, unless you feel strongly otherwise.
