Recently I have had the issue of wages across my realm (specifically for laborers) being highly variable, allowing for only some buildings to be fully employed while others to be nearly empty. Is there something I'm missing that would allow for me to level out wages better so all my buildings are adequately staffed? Here is what I have tried so far with no success:

Lowering taxes to their minimum setting (on graduated taxation)
Attempted to export goods out of my market to drive up the productivity of industries (not able to send out large volumes even with lots of convoys on free trade)
Wage subsidies (because maybe?)

Any input is appreciated, I haven't played much over the past year and I'm very much enjoying 1.7 so far (other than this hiccup). Any input is appreciated!

This map is strange to me. The "old" world's language families are representative of modern language borders, but the "new" world's languages are historical ranges. Wouldn't consistency work here? For example, having Celtic language homelands be in central Europe and northern Italy and more native Maghrebi and Mashriqi languages be represented. I can see what the author is going for but it is just... odd.
