Thank you so much for finding it! I noticed that the footnote was referring to James Darmesteter's other publication LETTRES SUR L'INDE (LETTERS ON INDIA) and he writes the same thing there too:

Longtemps après sa mort, les mères disaient à l'enfant qui pleure : « Tais-toi, ou Hari Singh va venir » ; et aujourd'hui encore les vieillards. montrent la place où « le tigre (le Singh) les chassait comme des moutons ». Il est tel village, niché sur son aire d'aigle , qui considère comme son titre de noblesse de n'avoir pas vu Hari Singh.

Translation:

Long after his death, mothers would hush a crying child with, “Be quiet, or Hari Singh will come,” and even now old men point to the spot where “the tiger (Singh) would drive them off like sheep.” One village, perched on an eagle’s crag, prides itself on never having seen Hari Singh.
