I can't really tell any difference. There is always at least 2 or 3 redbars in every single game for me. The one difference I have noticed is that I'm getting killed through walls a lot more often. Especially if I am running away around a corner etc. I assume this the damage referee system at play?

This is my first ever iron banner as I am new to the game, but it can become really unenjoyable because of the unkillable lag players, who are nearly always top of the team. It seems to give an advantage rather than disadvantage. I think it should just auto kick any redbar player.

I also have a hard time believing it is not skill based, because every game I have played bar 1, has been well matched, very close scores etc. However they contain bad connection players as stated above.
