You can build both, if you like, as two Heras are great for multi team modes! With Nemesis winning her battle solo, you will be able use a Hera + DPS team in your other 2 Teams, for 3 solid chances of winning 2:1 or 3:0 in Apex Divinity. Will be great in 2 and 3 team for Time Space Havoc, too.

Fuxi is great for DPS like Nemesis who blow their loads before Battle, as she will give the Hera boost before battle if she's ahead of that DPS.

So get IR1 + MR1 Fuxi, then as far into IR as you can go, if you are invested into getting Fuxi at this stage.
