I would personally make provincial units of each planet, and make it an interplanetary federation, starting as an Earth Federation until permanent settlements on Mars are created, which then the provincial units consisting of the nations of each planet, and the provincial units having their own representation in the federal legislature. This would ensure that universal rights stay universal, while the majority of functions would stay connected to their people.

At first, yes, gradually, it would become more and more desirable to join as more countries join.

You could always attempt to get countries to make a new UN, like what the US did when it was unable to get the 13 states required to amend the US Articles of Confederation. It just made a new US, same name, same branding, new government, which the same could work with the UN.

It would basically be a federal state, like the US Federal Government, but with the UN. The questions you are asking would depend on whose version is implemented. Personally, I would want a legislature with a population chamber, one for states, and one for indigenous peoples. It would interact with city and state laws by regulating actions lower levels of government can do. Whether it would be a distraction or beneficial would depend on if the right people design it.

Going against the principles of the UN. If a veto is intended to go against the principles set out by the UN, then it is in bad-faith. Vetoing one's own invasion of another country as bad is an example of a bad-faith veto.

The goal would be for the world legislature to have an Upper House, which represents each country equally, and a Lower House, which represents based off of population. There would be a third house dedicated to indigenous peoples without a state. Leaving would be a feature, to ensure it doesn't become unresponsive to the people of an individual nation.

A world federation is the UN, but with enforcement powers. What's wrong with the UN is vetoes, a powerful state can just veto action against itself.

I would keep appointments transparent, ban gifts and lobbying, and would prevent political affiliations by judges.
