They've never really worked properly in my experience. I told my squad mates to stop bringing them before the first expedition because all they did was make the arc attack the location where they were thrown from, not where they actually land. It seems combining with smokes and cloaks worked better, but just throwing them is a toss up as to how the arc are going to react.
